Bentley OpenUtilities Designer allows you to place annotation sub-features when you place a new feature instance. Feature annotations can also be added later by clicking on the Command Manager Annotate Icon and selecting the feature to annotate.

Annotation placement must be enabled from the Feature menu to place annotations.
